In certain cases ships will ignore manual targets. To replicate: - Load up Vesta Overkill
- Select multiple ships
- Once you get to the capital engagement target the Cutter
- Watch as the Cutter is ignored

The cutter is so much smaller that it has a low range compared to the other ships in that mission. A nuisance if you want to preserve lasers until you hard kill the laser platform as you cannot easily force an early neutralisation of this weak laser platform with KE weapons.
At the engagement ranges I usually operate at, the cutter is an irrelevance to a railgun fleet of 2 or 3 "Mm class" single gun platforms - it will be engaged from ~900km or so, rather than the 1.2+Mm for the heavier vessels. Except against laser optics it is ineffective at that range, and the projectiles fired can be easily manoeuvred against even by MPD vessels.
