Considering that the second campaign seems to have died, I've decided throw my own hat into the ring.
Preface:
The year is 2101.
Thirty years ago the Trans-Lunar Corporation - after years of lobbying - was awarded a century long lease on the Jovian system by the United Nations.
Bolstered with prospects of unimaginable riches - and with Earth suffering from climate catastrophe - development proceeded at haste.
In the next three decades, millions flocked to the frigid moons looking to exploit their vast resources, and make fortunes of their own.
Now the Galilean moons hum with industry, flourish with commerce and inspire - together with Mars - a sense wanderlust not seen since the colonization of the new world.
On Io, kilometer deep boreholes aid the extraction of heavy metals from it's dense core, to be exported elsewhere in the system.
Meanwhile Ganymede, Europa and Callisto are the site of vast cities, fuel depots, agridomes and factories.
Every year thousands of ships pass through customs. Bringing in goods, but also entertainers, merchants, outlaws, refugees, engineers, scientists and the nouveaux riche.
At the head of this monumental effort is a small clique of well-connected business leaders. The pinnacle of the ultra-rich trillionaire class, controlling fortunes that make and break the governments of the 22nd century.
However, within the shadows lurk vicious competitors, paranoid governments, and nefarious agents with their own agendas.
With the evacuation of Earth so reliant on extraterrestrial industry, the stakes could not be higher.
It is against this backdrop that a shadowy play of deceit and sabotage unfolds.
The chairman of the Trans-Lunar Corporation has been assassinated on his own yacht by unknown assailants. Worse yet, evidence points to the perpetrators operating deep within the enterprise. Likely at the very top of food chain itself. Everyone is suspect.
With corporate security on high alert, individual shareholders scramble to seize control of corporate assets, dividing the holdings into personal fiefdoms.
Mutual interest has made way for suspicion and accusation. The tense atmosphere is as cold as the vacuum of space. Who will be the first to give in?
What is TDO?
TDO is based on the mafia party/forum game, set in the 22nd century. Pitting an informed minority vs uninformed majority. Both sides need to eliminate each other, but one is left in the dark. Like the other campaigns combat will be simulated within the game, and influenced by player doctrines.
There are two teams:
- The Board. Long-term shareholders who make up the majority of the ownership. Their goal is to root out the infiltrators, or at the very least survive.
- The Infiltrators. A Mysterious group who seek to bring down the Trans-Lunar Corporation's hold on the Jovian system for reasons yet unkown. Their goal is to kill all other members of the board and seize control. However, they are in race against time.

Team Differences:
The Infiltrators all know each other, the positions of their fleets, and their income and total cash.
Infiltrators receive between themselves 1 MC per turn. (Two infiltrators both receive 500kc, etc.)
Victory & Defeat conditions:
- There are 5 zones. Each representing one moon. Callisto, Ganymede, Europa, Io and Amalthea.
- A map will be posted every turn + a private personalized map for each player.
- Below is a scaled down version of what the map might look like on turn 1 (From the perspective of the Red player):
Fleets - Movement:
- All movement actions take 1 turn, this includes:
Moving a fleet to a different planet
Sending a fleet to attack another fleet orbiting a ''different'' moon.
- Movement cost credits, based on the table below. The formula is [ΔV/5000]^2 * 50. Cost is per ship.
Fleets - Attack:
- Any fleet can attack any other fleet if funds allow (for interlunar? attacks).
- Attacking does not count as movement. It's possible to order a fleet to attack fleets orbiting the same moon, and then move the fleet to attack another fleet at another moon, within the same turn.
- There is no limit to how many fleets can be attacked without moving.
- Movement comes before attacking. If a targeted fleet moves it is treated as having dodged the attack. Otherwise a battle will take place.
- Attackers choose which doctrine they employ when attacking. Defenders let the GM know beforehand what defensive doctrine/behavior they want to employ by default.
- Player may develop their own doctrines. (As long as they result in consistent intercepts.)
- Unlike previous campaigns, victory is determined by two consecutive victories. (Changed 07/10/17)
- Conditions are standarized using custom missions.
- For the Galilean moons that involves an opposing prograde orbit at 100 km altitude. For Amalthea it is an orbit around Jupiter based on the apoapsis of Amalthea's orbit.
Blockade:
- Any fleet can attempt a blockade. If successful the player will effectively seize all income for that region for one turn.
- If players with offices on that world have ships in orbit, those fleets must be defeated first. (Largest fleet first)
- Unless all opposing fleets are defeated the blockade will be unsuccessful.
- Blockade status is public. But not the perpetrator if non-affected players do not have ships in orbit, or if the blockading fleet is a Privateer Fleet.
Privateers:
- Privateers are anonymous fleets. When moving a fleet or constructing a ship you can specify that you want to put them into a privateer fleet. This can also be done without moving ships.
- Privateer ships cost 50 kc upkeep per ship, per turn.
- Privateers will not intervene when a player office or orbital structure comes under attack, or when a fleet attempts a blockade. (As that could reveal the owner... ) They must be explicitedly ordered to break a blockade or attack enemy fleets.
- If you run out of funds the privateer fleet is disbanded and the ships continue to operate as a normal fleet. (Thus revealing the owner)
Income & Construction:
- Every turn players will earn income from moons that they have an office on, and aren't blockaded by another player.
- Every moon yields the same base income. Income varies based on the amount of offices on the moon. (Income is divided between players)
- Every ship costs 700 kc and takes two turns to complete. Ships can be constructed at any world that isn't blockaded, and has either a player office or a public shipyard.
- For 2 MC you can construct a telescope or a shipyard (see below for relevant mechanics).
- Credits and assets (ships, orbitals, etc.) can be transferred to other players.
Intel:
- Not all information is always available, and some things remain hidden except for owners.
- Information that is always available:
Location of orbital structures (shipyards, telescopes & offices), owners of offices, ships & orbitals under construction (but not their specific class), ships positions (but not if a ship is laser cruiser or a frigate), and locations of scouts & missiles destroyers. - Information that is only available if you have a ship in orbit:
Differentiating between Laser Cruisers and Frigates, Owners of conventional fleets, whether a fleet is a privateer fleet. - Information that is never available:
Owners of privateer fleets, shipyards and telescopes. - For intel gathering purposes privateer fleets count as normal fleets.
Orbital - Offices:
- Offices grant owners a percentage of the orbited world's income.
- If an office comes under attack, non-privateer fleets owned by the player and in orbit will intervene.
- If offices aren't defended they can be destroyed without repercussion, but the perpetrator will be revealed unless it was a privateer fleet.
- Offices can be constructed for free on any world where you have a ship orbiting. Construction takes 1 turn.
- Max one office per world per player.
Orbital - Telescopes:
- For 2 MC you can construct a telescope that gives you information about every body in the system as if you had a ship in orbit there.
- Ownerships of Telescopes is not revealed.
- Cost can be cut by up to 25% by having a public shipyard present on the same moon.
- Telescopes can only be constructed at a location where you have an office, and isn't blockaded.
- Telescopes are extremely fragile. Unless defended they can be destroyed with a single missile or ship.
- Constructing a telescope takes two turns. During that time they will provide no intel.
- Until they are active they can also be destroyed by any player - if undefended - without revealing the culprit.
- The location of a telescope is public knowledge, but not the owner.
Orbital - Shipyard:
- For 2 MC players can construct an orbital shipyard in the region. Using a shipyard reduces ship construction time to 1 turn, and cost by 25%.
- Shipyards can only be constructed at a location where you have an office, and isn't blockaded.
- Constructing a shipyard takes two turns.
- The location of a shipyard is public knowledge, but not the owner.
- The owner of a shipyard allow other players to use it for a fee. This can be at maximum 25% of the ship cost. (The same that would be saved without a fee)
- Like Telescopes shipyards must be defended.
Team Differences:
The Infiltrators all know each other, the positions of their fleets, and their income and total cash.
Infiltrators receive between themselves 1 MC per turn. (Two infiltrators both receive 500kc, etc.)
Victory & Defeat conditions:
- Players are defeated if they own no offices or ships.
- Infiltrators win when they have defeated all non-infiltrators.
- Infiltrators have 10-14 turns to win, or else they lose automatically.
Other:
Defeat of a player reveals their innocence or role as infiltrator.
RP is encouraged.
