Could we get a similar effect as a flare-as-delay if instead we use a remote control, and set the explosive charge to detonate on maximum distance from enemies but minimum distance X from allied units? This would hopefully also make all of the flak explode on the same spot relative to the launcher.

Unfortunately, no. The detonation range on warheads is currently more of a suggestion: the missile will wait until it is as close as possible before detonating no matter what its range is set to. The detonation range only prevents the missile from detonating if it never gets closer than that.

Is it possible to fire such warhead with cannon... Launching flares using conventional launchers is too slow to be useful against these missiles. I will try to see if it's even viable at all, then I will try to optimize it.

You can fire anything out of a cannon as long as you mark it as payload or something.
Including crew module, because why not?
