When trying some out of battle adjustments I noticed, that when giving any orders to a ship the displayed heat signature goes down. By repeteadly pressing the "Launch with Order" button, I could reduce the heat signature from 3.35MW to 1.67MW. This works for switching between different movement orders aswell. After leaving and reentering the fleet view the signature returns to normal.

AFAIK This is actually because your ship only outputs heat in proportion to the amount of energy it's using when it's in fleet view. If you do the same thing in battle while your ships are shooting at the enemy you should see the figure start to rise.

I noticed this too, when retracting radiators or turning off reactors. The heat out put is only halved or so, and I would have to change orders or fiddle with modules to get the heat to go down to a ships minimal output heat.
Also changes in heat from all sorts of sources can be seen. Firing lasers and launchers raises the output heat, sometimes considerably.
