So I made a coil-needle-gun, 154MW of power use and I have a 1.01GW reactor on my ship, reload of 600 microseconds, and they don't fire. they even have 2.6 million bullets

A more worrying needle gun problem is how adding the needle fixes 'broken' designs and improves their performance by adding mass to the existing armature... That shouldn't be happening IMO - and the numbers are not 'just' across an optimisation threshold, some of the designs shown for needle guns were a country mile from being workable without the payload added.

it has a listed range of more then 200km against 1000m^2 targets, I even tried lowering the rate of fire down to a more reasonable 1000 rounds a second instead of 1666 and 2/3 rounds per a second. and it just won't fire

No warnings in the module / are you sure it has enough power and is actually aimed at the target? I always include a turret on those, small as it may be, otherwise they never manage to aim it right.

I always include a turret on those, small as it may be, otherwise they never manage to aim it right. nope no warnings, for using 154mw I have a 1.01Gw reactor from the standards thread, big turret that can turn (I will check rotation speed at 6pm PST)
