i built some missiles with heavy water NTR engines it estimates a dv of about 11 kms/s but when they are launched they only hit about 5.5km/s before they run out of fuel - they are being used as esentialy rockets with fairly minimal guidance so they should not be losing so much to steering.
these are slow passes and i tried to minimize the posible errors but they just seen to be consuming 2x the fuel even with unguided and no gimble
did some further testing it seems all of my missiles are getting only a fraction of the DV estimated all about 1/2 calculated
except for chemical rockets those seem fine

Same here, built a drone with Resistojet, says 3.7km/s, but in combat only reached 2.2km/s when fuel ran out. This is version 1.08

Edit: Can confirm this is a problem on my small flak missiles, powered by a chemical rocket. They have a 3000m/s listed delta v, but are only accelerating to about 1750m/s after a 500m/s boost phase to intercept.

Looks like exactly 1/2 of deltaV is applied in combat phase For morrigi 500+(3000-500)/2=1750 I also used a ~500m boost phase, so 500+(3700-500)/2=2100
