I'm seeing a lot of crew losses on smaller ships (~500 tons) from ships being spun by railgun and coilgun impacts. This occurs even if there are no volatiles stored onboard and the armor isn't being breached. So the only source of the impulse that I can think of is the impact of the projectiles.
Since shooting the railgun does not result in the ship spinning uncontrollably it makes no sense for the target to be violently thrown by the force of impact so I'm calling this a bug, or at the very least not behaving as intended.

I'll run my test again, but I don't think the armor had been penetrated nor the propellant tanks... but I'll certainly admit you may have a point.

I'm definitely seeing this. I have stock stinger drones (~2g @ 2.5km/s projectile) causing 14kt water tankers to enter spins faster than my screen's refresh rate in a single hit.

I'm pretty sure this is what is happening, but the results are still goofy, especially with propellants that are under very little mechanical pressure like water or decane (in fact, high density propellants seem worse than high pressure ones)
I'm still calling this a bug, even if it isn't the same bug that I originally thought it was.
