I'm having a hard time actually getting a payload to detonate at the hard range I am specifying. I have tried settings from 10m to 10km, and the payload still seems to only detonate after having past the target. The payload is being fired out of a railgun. Anyone had success with this?

Yeah, from 70-90km away usually.

Try, a Hard Range of 10.0m and and Activation Range of 1.0km. I have gotten decent flack missile hits with those settings. I was using an Explosive Mass that was 14% of the total mass of the warhead which is about the real ratio used in US WWII fragmentation bombs.

Just tried those out, same issue. The concept I wanted to use was after observing the "trail" behind the target I was shooting at - it is a giant cone of fragmentation. If that giant cone of fragmentation can be created before the ship, you can get tons of hits, potentially even at long ranges.
Can't seem to get the payloads to detonate far enough away however.

It'd be nice to get detonators that explode on contact/slightly after contact. If it penetrates the armor, then explodes, well, RIP.

The issue is that you're (probably) firing your 100g payload from a cannon, without a remote control. You need a remote control for detonation to work.
Suggestion: Add a smaller cousin to the remote control which features only the proximity detonation.

Ah. I was about to try that. That kind of sucks.
How low mass can you get remote controls? Kind of have a tiny mass budget here ...
So yeah, I second your suggestion of a simplified "fuse" module only used for detonating.

Yeah, a "detonator" module that only weighs a few grams would be nice for unguided munitions. It would also be a more logical place to set the detonation behavior. Or if the game just starts assuming the detonator is built into the payload and simply removes the need for an RC unit in unguided munitions, that would work too.
