There is an inconsistency with the handling of joining velocity when it is non-zero - such was when a 'direct join' is plotted without a join manoeuvre.
The most egregious example is A Small Diversion, where a ~ 7m/s intercept "join" is possible, but the residual velocity is around 20-27m/s depending on geometry.
The minimum doing a manual or automatic join manoeuvre is correctly (ish) around 27 or so m/s. It should absolutely be a requirement for one of the two joined fleets/vessels to match the velocity of the other to within a much smaller margin that we currently have.
