This appears to be the same issue in childrenofadeadearth.boards.net/thread/155/click-on-main-menu and the second issue in the "Commonly Reported Issues" FAQ. The main menu is extremely slow to respond to user mouse inputs. I've gone through all the troubleshooting steps suggested in multiple thread topics: I have updated graphics drivers. I have adjusted the preferences.txt file so all configurable graphics options are either "false", "Off", or "0", as applicable. (These options are reflected properly in the Options menu.) I have played with Fullscreen/Windowed and Screen Scaling options. I have deleted then reinstalled the game. I have force-quit the game and relaunched multiple times, and quit via the main menu and relaunched. The main menu remains nearly unresponsive. Asus G72GX Intel Core2 Duo, @2.53 GHz 6 GB RAM Windows 10 64 GeForce GTX 260M

I was one of the people suffering from this issue. I never managed to solve it in the 2 weeks I spent trying.
Having it in the FAQ implies it's a solved problem, but it most certainly is not.
Do your crash logs look like the one I posted in the earlier thread?
I also find it interesting how we seem to have almost identical graphics cards....

Those should be in the same directory as the preferences file, right? %appdata%/cde/crashes? I don't actually have any crash logs. I double-checked to make sure the folder isn't accidentally set to read-only or something, but the game doesn't appear to be generating any crash logs.

I guess it might not. During my own unsuccessful attempts at debugging, I became often....frustrated....and maybe force quit out of things more often than is prudent. My crash logs might have just been user-induced rather than related to our shared glitch.

Yeah, makes sense that there would be no crash log if the game didn't crash. But yes, to the developer, anything we can do to help you figure out this issue, please let us know!! I can only play this game on my Surface Pro 3 where it runs at like...15-20 fps. I would like to be able to play it on my desktop, but can't because of this issue.

A few questions which may help me isolate the issue. Is this only on the main menu, or in all menus, or all the time? Are there any scenarios where the same problem occurs?

It seems to be all menus all the time.
The first delays are noticed on game startup. The game loads slowly with the rotating circle in the lower left; then the menu music starts playing for a good 15-30 seconds before the menu icons show up. Clicking on any icon, such as "Options" is then another ~30-60+ second wait for the button options to refresh, and the associated "beep" of the button-push only comes after that same wait. It's real 1 frame/minute territory, but the mouse movement seems to track just fine with the user input.
I did once manage to click past the "Campaign" button, but it seemed like the problems persisted there as well.

It's all the time. I was actually able to make it into a mission eventually, but the game was just as unresponsive.
