In 2101, the United Authorities(*1) stated new Century Projects: Panama Project was one of them.
To encourage space industry and minimize interplanetary shipping cost per mass, UA will fund the interplanetary mass driver system. This will carry minerals and rare metals from outer space with much lower cost, so industrializing outer space be truly possible(and let people be less obsessive with Moon). The projects was named Panama for obvious reason.
You can use whatever tech you can use(mod materials) and violate of current safety regulations(Limits.txt). However you should convince the UA that your proposal is plausible with reasonable amount of R&D.
#1. Panama Launcher
To access main belt asteroids, the mass driver should be able to accelerate 100kg payloads to 15km/s(*2). The payload would be not wider than 35cm, carry 100kg cargo and a RCS system with in-situ propellant(*3) for minimum mid course correction(>100m/s). Wet mass of payload wouldn't be heavier than 115kg. The launcher should be able to deliver 70kt/year, so keep in mind to get proper reload time. To minimize shipping cost armature should be light as possible: If you have to heavy and expensive armature, show your calculation to justify the shipping cost or design a plausible retrieve system.
#2. Panama Reactor
Panama station would need a lot of energy, so you may need to build the biggest reactor in space. It should be able to run at full power longer than 5 years. Radiation should be omnidirectionally shielded lower than 1Sv/y.
#3. Panama Station
This should have at least one Panama Launcher and Panama Reactor, and have enough habitable space enough to 300 people. Carrier bay for asteroid surface cargo shuttle is needed.
