I recently purchased the game because it seemed like the type of thing I would like realistic space combat strategy all that good stuff. but when I first launched the game I noticed that the game was flashing extremely quickly between the visuals I assumed that the game was supposed to be showing me and black. this continued on the main menu and options menu were I attempted to to resolve the issue but could not. I have no idea how to fix this issue and am looking for a way to do so as I wish to play the game but this issue makes it impossible and I am looking for any help anyone can offer.(i'm sorry if this is a simple issue and I am just an ill informed idiot wasting time)

Try launch the game using discrete graphics(is it the right word?), and not in full screen.

Then I would check if messing with COADE's shadow settings helps.
This isn't my program, though, and I don't know how it works internally, so those are little more than wild guesses.
A word of warning, though - if you fear strobing, COADE is probably not for you. Nuclear explosions in space are generally depicted realistically in game - as brief, very bright flashes. During intense exchanges involving large salvoes of nukes this mean that your screen is going to be strobing brilliant white several times a second whenever the exploding warhead is in your view.

I have no idea if this will work, but try changing bloom to '0' in the settings.

I have no idea if this will work, but try changing bloom to '0' in the settings. I don't think that'd make much of a difference. As was mentioned above, the graphics settings might be having an issue. I think this can happen if your graphics card does triple buffering.
