On Vesta Overkill, I evaded a devastator salvo from the enemy siloship, When the enemy ships retreated, their missile fleets are left in orbit orbiting, and I didn't have the means to shoot them down, but I think they also don't have the deltaV to hit me, but I lose the mission because I couldn't destroy all enemies it seems.

I can confirm that you need to kill all enemy anythings to win a mission. Even when missiles and drones no longer have any control ship still intact and all of them have entered into a holding orbit. Basicly the drone and missiles are almost out of delta v but if everything goes right they have enough to smidge in an intercept and therefore you lose :/
