Xenon's emission spectrum data isn't particularly small, but it's not comprehensive either. What you're seeing in the game's graph, with the stair stepping and large diagonal line toward the left, is the automatic filling of gaps in the data as a better-than-nothing approximation. The part of the spectrum that is pumped (red lines) is the most detailed part and as far as I know the only relevant area anyway.
