Both orbital attack and defense craft have internal forward facing guns that won't fire because they are behind the armor?

doesn't matter, that's how the game draws ships, all Internal weapons mounts are like that.

But they don't seem to actually fire them, I presumed because there was armor between them and the target. So why do they exist?

Fixed weapons mounts are terrible in general and won't often fire

External non turreted ones seem to work okay, they just get shot off far too easily.

on drones maybe. most things can't track fast enough or slow enough to hit targets with fixed weapons

Since proper evasion & predictive aiming was added, fixed guns have barely worked, since the ships don't aim properly. Fixed weapons are effectively bugged, sadly. Since release I have suggested things like a limited-traverse mechanism to give guns a few degrees of leeway, or just programming in a default fudge factor to allow them to fire on target when the ship is aimed 'well enough', but fixed weapons have only really gotten worse... heh. Guns are usable on drones with good approaches, but fixed lasers seem to be totally useless in any scenario.
