The stock 13.5Mw Reactor produces about 68Mw of waste heat. However having two quadruples the value to 273Mw of heat when it should only produce 136Mw. Having 20 reactors should produce 1.3Gw of heat but instead produces more than two and a half gigawatts of heat.
Strangely this does not seem to affect the effectiveness of flares; that still seem work as if the correct waste heat were displayed.
