BUG: Reactors do not stay shut down

If you turn off a reactor in the tactical view as soon as you reenter tactical view either when combat starts or just from the map screen reactors turn themselves back on.  This would make sense but if the ship has other power plants it shouldn't be an issue.  And if your reactors radiators are retracted reactors should not turn themselves back on as they instantly over heat.
