Something I've notice for a little while now, if you setup a sandbox match with a missile using AI doctrine vs. Striker, the missile user refuses to target the incoming fleet with missiles.
This is most apparent in a shallow gravity well, where the Striker AI usually goes for a direct line intercept towards the missile user. Despite it being trivial to for a human to hit the incoming AI fleet with a few missile salvos (they're coming right at you), they AI seems unwilling to launch any missiles, letting its entire missile load go to waste (as ships don't launch missiles in close combat by default).

The Striker AI specifically does not use missiles or drones. It's meant for testing out only the direct combat capabilities of ships.

The problem sounds like it is the defender (which is on a doctrine that launches missiles) not using missiles to intercept an incoming Striker fleet, not the Striker fleet not using missiles.

As zuthal mentioned, the issue is that the other fleet will not use missiles or drones. It only seems to manifest when one side is using striker AI though. For example, striker vs. ranged over Interamnia or Herculina: striker immediately goes for a straight-line intercept (as expected), other fleet does nothing to defend itself before intercept. Meanwhile, with the same setup over Mars, the ranged fleet does seem to launch missiles (need to double check this), but it seems rare that they actually intercept the striker fleet before fleet-to-fleet combat occurs.
