Yes, but its not quite working as intended. Water costs 1.48 c/kg and ice costs 13.5 c/kg. There appear to be two different cost standards for liquids and solids; ice may cost nine times as much as water yet for a solid compound it's relatively cheap. The liquid solid disparity is quite strange. Molten versions of metals are more expensive.
