Would coating the edges of radiators with thermoelectrically sensitive materials allow for power generation?

This actually sounds really interesting, turning our radiators into thermocouples might vastly reduce weight, at the expense of making stuff more vulnerable. But we don't really care about vulnerability since armor was shown to be mostly obsolete for capital ships.

It would, but it isn't really any different than including it at the reactor in the first place for the main powerplant as a 2nd stage. Some gains could be had elsewhere, but at the cost of larger radiators.
