Is spinning a ship to distribute damage across the hull instead of having it focused on one area viable as a defense tactic?

Yes, but it's a bit inconvenient given that you can't simultaneously roll and reorient nose forward.

RCS hasn't been implemented into CoaDE as far as I can tell (I'm still new to the game and the forums)... is it ever going to be implemented, actually?

I thought you're talking about in-game feasibility. In reality spinning your hull is a must even without enemy laser to dissipate solar heat(Barbeque roll). You can use some small engines around your ship to use it as RCS. If you put any away from the ship's CoM axis, AI will recognize it as RCS. Ungimballed RCS is highly recommended tho, since the AI sucks and gimballed RCS make your ship oscillate a lot. If you want to get any precise roll maneuverability this is a must. As you can see, yes, CDE flight computer is a shit.

It doesn't work for translation (unless you abuse ship layout quite badly), but it works for rotations - including roll if you either use gimbals or position you vernier thrusters off-center on a polygonal hull (since in COADE ungimballed thrusters are always normal to the hull).
