As I understand it, more work needs to be done on modeling pulse laser damage mechanisms before we can reach a conclusion on that end, but against CW lasers, there are very effective armoring schemes available.

That's just NeStz being NeStz. Pyramid armor and (not mentioned on ToughSF) target saturation (not practical in game though) mean lasers are always going to be the poor cousin in real space combat.
