First off, I'm what the username above implies and don't have a legitimate copy of the game, so I'm still in Patch 1.1.0, with no distributed aiming and extensive use of our good friend boron.
I inadvertently ran into the situation described above, where I created a laserstar with such awesome power that I started to design new ships with the exclusive intention of being able to defeat the previous one. While not one-tenth the cost, I did eventually manage to hard-counter it, in a somewhat unorthodox way that one of you will probably be able to improve on!
A few months back, jasonvance posted this:

At first I used HD, but I eventually switched to methane for repropellanting purposes at the mothership. That was until I discovered the wonders of CO2 MPDs, and their absolutely tiny tanks. That is what resulted in the "C-Spaceballs", the first entry at the bottom of this post.
From there, I realized that a key weakness of these craft was the fact that with the lasers so clustered together, a sweeping enemy laser could disable many at once, and I found that at the end of battles I would usually have one craft with all its lasers disabled, and all the other crafts left untouched. This stems from the fact that lasers mounts have a maximum speed at which the can reorient to a new target, and so in a laser-vs-laser battle clustered lasers fared worse against distributed lasers. To address this I created the cheaper "C-Spaceball" (second at the bottom), which in retrospect sounds like a failed attempt at neutering the first craft, but I like the name.
The hard counter for these crafts, and which could probably be extended to other laserstars, is essentially to put a floating shield directly in front of a cheap craft with a single high-velocity railgun. The shield is a single sacrificial conical drone, and with no weapons and therefore no reactors, it has no radiators to be destroyed. This is called "F-Shield" below.
