I think someone made a mod for NSWRs a few years ago, with the fuel called 'Zubrinol' after The inventor.Try searching for future rockets/tech threads.
The difficult part to model in COADE would be the fuel tanks, as there's a lot more to play with than most fuel tanks. For example I would guess a lower fuel enrichment and/or less salts would allow larger diameter pipes to store the propellant, allowing a better mass ratio but no doubt affecting engine behaviour - a variable not relevant to any other fuel.
I believe the stats for the ships I've seen with a NSWR made it look better than 'conventional' NTR's in the same way NTR's are better than chemical rockets. It's not, however, a game changer in the same way a fusion drive could be (where delta/v saving maneuvers become near pointless for interplanetary movement and interstellar trips become feasible).
