Can you make one that isn't bigger than the battleship I wanted to mount it on? I have chosen to follow your request to the letter, and not to the intent. Meaning I've constructed the densest possible weapon system of 10GW power draw and 8km/s muzzle velocity and 1ton payload.
Ooh, that's nice, now it's only a one biggish fleet.
Can you do two more orders of magnitude?

Sure! It'll throw 10 kilo payloads just fine.
On a more serious note I played around with the ton projectile gun for a bit and I don't think you can reduce the capacitor mass by more then about half and maintain 8km/s. The design seems to be a weird sweet spot in the math where barrel shatter and projectile shatter and rail ablation are all cooperating, stretching the barrel by 50% length to try and push the gun over 30% efficiency causes everything to fail at one. Switching to Iron or Silver armature to gain efficiency will cause the rails to ablate before you can make the bore diameter large enough to accommodate projectile shatter. I have a feeling if I made the projectile physically shorter then I could actually achieve better efficiency with an even shorter barrel. Design seems dubiously physical.

Now that thing's heavy... that said, it looks more or less what I was trying to make in the experiment I mentioned above. Most of its mass is in the capacitor, which probably should be expected. ROF still sucks, but with a 31K heat jump I suppose you can just increase power usage. Also, I didn't know about FSS being good for rails. I used either VCS or zirconium copper. Will have to play around with that.
