I've vaguely remember reading on some laser hobbyist forums that IR lasers are better at cutting most metals while UV lasers are better at cutting organic materials, due to absorption spectrum of the atoms and molecules, is this true? and is this modeled in game?

Depends on the metal. The infolinks section has light absorbtion spectra for materials you can use to get more details.
Silver, for example, loses reflectivity almost completely at a specific UV wavelength.
