The game tells me I can't start a trajectory because my fleet doesn't have any delta V, but I have over 3 km/s available in the only ship in the fleet. What's up with that? Here's a screenshot, showing the trajectory box greyed out (it tells me the fleet has no delta v when i mouse over it):
My craft has one out of three radiators disabled, but the nuclear rocket is still functional.

Check if it can turn, that either its RCS is functional or its gimbals are not damaged.
Also, check if the craft is in control - e.g. crew compartment should not be overheating.

Yes, it was the crew compartment overheating. Not immediately obvious when it just says "out of delta v." thank you for your help!

There is also a bug where damaged components may erroneously "think" they work.
It frequently occurs with engines and often causes this very situation, especially with missile fleets:
