The number of missile or drone pilots shouldn't scale with the number of launchers, but instead scale with launch cap (if present) or total ammunition, as this would determine the total number of missiles or drones in flight.
Alternatively, the number of pilots could scale with the maximum number of simultaneous flights (new slider).
I picked max number of simultaneous flights. It is less than perfect because a salvo of missiles or drones who are coasting without active commands require very little human attention. Plus we already have real world AI autopilot and onboard image recognition and tracking, easier in space because the background is mostly static, even if the targets tend to be fuzzy points of light that change temperature and magnitude as the ships maneuver and power systems on and off.
In general the limitation should be safe human workload both on a continuous 24hour basis and maximum ability and maximum manning at alert status. (Weapon system manning appears to be alert (100%) manning rather than shift work like navigation and sensor jobs.)
Also Fire and Forget missiles (which still might have a manual override datalink) and a drone equivalent which is autonomous enough once you give it a combat vector, disposition and target (much like how the players and the AI already plays the game)
Ideally, we would have some combination of how many swarms and secondly how big, how many targets, how many separate engagements... Bar that, it should probably be how many simultaneous flights, with different drones requiring different numbers (so dumb missiles would probably require little to none) It may also be a (somewhat artificial, maybe) way to decrease the maximum number of drones in flight, to avoid the 400000 drones lol slideshow/crash effect.

I understood the crew requirement to be operators and maintenance technicians of the launcher, not fly-by-wire pilots. In which case the current scaling by mass would be fine (although the value is imo too high on everything).
If crew requirements are done by simultaneous flights, then the payload should have crew requirement calculated. An unguided projectile should require zero crew.
